Each amount keeps the currency it was recorded in, which matters for a destination wedding where the venue quotes in euros and you pay the photographer at home. Note that changing the display currency relabels the symbol rather than converting at a live exchange rate.

Yes — every line holds both what you planned and what has actually been paid, so the outstanding balance is always visible.
Can my partner see the budget too?
